The Towards Regulation of AI Systems compilation was published to gather international perspectives on designing a legal framework for artificial intelligence aligned with the Council of Europe’s human rights, democracy, and rule of law standards. It brings together expert analyses, government positions, and academic viewpoints on regulatory options, governance models, and principles guiding trustworthy AI. By consolidating comparative insights and proposals, the report informed the CAHAI deliberations and contributed to shaping the normative foundations of the Framework Convention on Artificial Intelligence and Human Rights, Democracy and the Rule of Law (CETS 225).
