New York City Local Law 144 governs the use of automated employment decision tools (AEDTs) in hiring and promotion within the city. Adopted in 2021 and effective from 5 January 2023, it requires employers and employment agencies to commission independent bias audits annually before using any automated system to evaluate candidates or employees. The law also mandates public disclosure of audit summaries and advance notification to individuals subject to algorithmic assessment. Rules issued by the Department of Consumer and Worker Protection (DCWP) define audit criteria, record-keeping requirements, and enforcement procedures. The law aims to enhance transparency and fairness in algorithmic hiring, reducing discriminatory bias in machine-learning-based screening processes. It is recognised as one of the first binding AI-related regulations in the United States, providing a model for state-level and federal initiatives on algorithmic accountability in employment.
