The Digital Omnibus on AI introduces targeted amendments to the AI Act (Regulation 2024/1689) to address implementation bottlenecks, reduce administrative burden, and synchronise high-risk AI obligations with the availability of standards, conformity assessments, and guidance. It extends SME flexibilities to small mid-caps (SMCs), modifies the AI literacy obligation, expands legal bases for processing special-category data for bias mitigation, enhances sandboxes and real-world testing, centralises supervision of certain GPAI-based systems within the AI Office, and clarifies overlaps with other EU digital legislation (including DSA, CRA, Machinery Regulation, and sectoral aviation rules). It also links the application date of high-risk rules to the Commission’s confirmation that support tools are available.
